You can submit your visa (Schengen C type visa) application only to Common Visa Application Center in Chisinau: www.cac.md.
Long-term D type (national Estonian visa, for employment) visa applications should be still submitted to the Consular department in Kiev.

Honorary consul can provide consular aid to Estonian citizens.
